Ricardo Bittencourt has just released Graphos DS, a graphics editor for the TMS9128 video chip, as used in the MSX1, Colecovision and Sega SG-1000. In essence, this editor allows you to draw graphics for the MSX on a Nintendo DS, showing a preview of the graphics you're creating in the upper screen, and a zoomed edit screen on the lower screen. On the Graphos DS website you can find out more about this editor and download both Graphos DS and its source code.

How can the NDS be unlocked? And where are these flash carts sold?

To unlock an NDS, there are three methods. You could buy a dongle called PassMe, you could buy a Wi-Fi card with chipset RT2500, compatible with NDS, or your could overwrite the firmware of the NDS. The firmware method is by far the best.
Cheap flashcarts for GBA/NDS can be bought at http://www.supercard.cn/eng/ , check for local resellers in your area. This supercard adds CF or SD card support to NDS.

for ds unlocking: you need either wifime or passme first, before you can flash your NDS with flashme.
passme is an adapter you put in the nds; wifime works with certain wireless network cards; I was lucky and already had the right wireless adapter.
I bought the GBA Movie Player (similar to the supercard, it supports CF cards and is cheaper, but it has no sram, so Graphos probably doesn't work on it in its current version), and first flashed that (http://www.geocities.com/chishm1/gbamp/index.html)
Now, I could boot the GBAMP in DS mode with wifime (http://wiki.fok.nl/index.php/Wireless_Multiboot).
I then got flashme (http://ds.gcdev.com/dsfirmware/), and booted that from the GBAMP using Wifime. Be sure to read all the instructions well and you should be able to flash the ds.
After that you don't need passme/wifime anymore to boot from the GBA cart slot in DS mode.
Now, get a multibootloader, like http://mightymax.org/gbamp_multiboot.html (don't know if it works on supercard, though) and you can run lots of homebrew stuff from the GBA slot (works for fmsxDS as well, for example).

I already have a Supercard/GBAMP version working, however I didn't have the time to write a proper file browser for loading .grp screens. Probably in a month or two the supercard version will be released.
