I think you and many others want to remove color 13 for obvious silly reasons. 
I'd definitely change color 6, make it dark brown. Then (can only pick two, right?) I'd either change color 10 to caucasian skin tone, or color 2 to.. I don't know, maybe dark gray.
I mean, look at how much color 6 looks like 8. =(

Zero black into a darker purple?
Light yellow a little less gray and a little more skin like?
... difficult question it is.
I would wipe the middle green (2) and middle red (8), and have a skin tone in return, and perhaps a darker grey (3,3,3) or a tree-brown.
I'd like to change:
color 0 - Dark blue
color 11 - little darker.
Magenta is useful as dark gray!
Convertors sometimes pick color 13 magenta as a dark gray.
Try magenta if you want a darker gray - it maybe only works to shade color 14 gray or color 15 white.
Hard one, but let's say:
1 - Dark gray
6 - Brown
Try the below test app - because the effect happens on VGA too, it is not that some TV distortion was removed, but shows that the eyes were the limit: In test image 3, the differences can be spotted much better.

So this is better for capture judgment (test 4 with horizontal bars is meant to see it with TV signal weakness removed). I turned down brightness on TV when I wanted color 6 to be brown. The rainbow testpattern is ideal to sort this out.
Try this: brightness down much, contrast up much, color down much:
It is less milky, a blue background more like the MSX2 version of the MSX1 palette.
Also it is more like C64, a setup for dark games. It makes a relatively nice brown.
