SAVEROM.COM should work.

No, it can't be dump by SAVEROM.COM

I'll show Normal ROM image if anyone can make Dump Tool Utility.

Having read the description again, I think I understand the problem now. It's described a bit cryptic, but as far as I understand it, the problem is the switch address resides in slot 3-1, while the data resides in slot 3-3.
This is indeed a problem for SAVEROM, but the method Grauw described in the other thread should work. That means saving each block manually; it takes probably less time than writing a program to do it.

As far as I understood, both the switch address and data reside in slot 3-1. However, the same data + more is also in a ROM in slot 3-3, so basically the 'slot 3-1' is only an I/O area with (amongst others) a mapper which takes the data from the firmware ROM mapped to slot 3-3, plus it adds some RAM. However, this mapper can only access the first 16 pages of the ROM.

But, as openMSX emulates the machine now, isn't the ROM dumped already? Or at least the entire A1FM firmware ROM... You could then get the modem-ROM by taking only the first 128k of it (I think).

Man... You lost me now...
If the data is also available in slot 3-1, one can just use SAVEROM to dump it!

Here is normal Rom/Ram area dumped from FS-CM1 / FS-CM820

FSCM820P.ROM -- Normal ROM/Modem SRAM 8KB (4000-7FFF)
FSCM1P.ROM -- Normal ROM/Modem SRAM 8KB (4000-7FFF)

ftp://me224121:w9wd2VFq@ftp.members.interq.or.jp/FSMODEM.ZIP

It can't be dumped with normal MegaROM tool (SAVEROM.COM or other)
