nope, both wrong. What can I further say to make it easy...

ok, it's not a Konami game and it's not a Formula 1 game either.

It's indeed part of the skyline, but it's also a picture in the level select screen of the game. The name of the city is mentioned there.

ok, a few more hints:

-your car in the game looks like a red porsche
-like in many games of that era, your car explodes on touching another car
-the name of the city is quite generic, but it's not a real world city.
-"don't get mad and don't get carried away"

also, I think it was an MSX(2) exclusive title.

Those katakana just say "Mad Rider"

or "madoraidaa" to be more precise.

yeah, if you press the space bar there you'll know the city name.
I guess I can stop giving hints now
