'Gamebuilder' pops-up in my mind (Metal Gear clones).. tho those games that were made with it weren't the most popular ones iirc

And there's VScreen ofcourse, tho I never tried it, so I dunno if it's finished already..

ps.. in case you try VScreen, also try Polka 1.2 ^_^

Also check out Dante2, an RPG maker .. on this website: http://www.sdsnatcher.net/ there's a game (Cipher) in the pipeline.. done with Dante2

For the rest, the best gamemaker would be a real-life coder with some sparetime. Just draw all the thingies, compose some tunes, make a story/design/concept .. and request a coder here

VScreen is for smooth-scrolling sc4 games (think: Psycho World, Space Manbow, Hydefos etc.).
Polka is not a game-designer, but a tile-editor for sc2 and sc4 (by me ) it's kinda essential for VScreen, and a handy tool for MSX1 developers as well.

A beginner sure can make a couple of levels and link them... But he'll probly need a programmer to make it nice, shiny, entertaining, and less "generic"... as always
