No, it isn't. I think there is no need to insert cartridge so often now (FM, SCC+ and ESE RAM Disk 512k are included) . So there are no holes to prevent dust to enter.
Anyway, removing the upper side of the case, it is possible to insert cartidges in both slots when needed.
