I think that would warrant a separate program. Analysing chip I/O and generating a mapping to MIDI commands and instruments is a different challenge from what VGMPlay is currently doing.

I always submit the packs to vgmrips.net but their approval process takes some more time (and sometimes submissions are blocked if the queue is filled up).
