I do not know about NMS8220 but I have NMS8280 and it works fine with my LCD TV (I am in the US and only use a 220V->110V converter for the computer itself).
What kind of TV/Connector are you using ? 60hz is not the issue with the MSX, but finding the right connector to get a decent picture might be an issue. With the typical A/V cable the picture quality is terrible.
nms8220 got scart but av is nice to. it makes some games look better.

SCART is not used in the US; but there are way around that.

What are you going to use to lead the games, as the nms8220 doesn't have a diskdrive?
I bought an SCART to HDMI converter with the RCA to SCART adapter (had to dremel a bit to make it all work) i asked my parents to include the SCART cable - i also bought myself an msx2+ and a MFR scc+ SD (with mem mapper for the nms8220). of course i used openMSX to see if it would all work as expected
Could you please elaborate? I mean NMS8220 seems to have a SCART port (looking at online photos now) so a SCART to HDMI converter should be sufficient, right (assuming the TV has an HDMI port)? Where does the RCA to SCART go?
