Difference theirs no payment involved and i use vpn software even games hosted on on this site for download have ssl encryption

Yo do realize you can contact via e-mail as well (e-mail traffic ought to be encrypted nowadays) (there are sites to check this) & make a secure payment (but do realize the database with all your customer / personal details could be hacked/compromised as well).

That's not an option?

I understand the wariness in regard to sending personal details through an insecure form, not a big fan of that myself.

Though I believe communication via e-mail & PayPal payment should be fine (here).

Compared to other shops: yes, this is basically ordering from a private person, I guess.
No (hard) guarantees, except the one you get from PayPal.

It seems 8bits4ever (given by 256 colors as example of a shop that 'got it right') use a 3th party solution for their (or his?) web shop. (Does that come with extra guarantees? Haven't checked.)

Nothing is guaranteed 1000% totally safe and secure that's why most post people take as many safe and sensible precautions when buying goods online it's normal practice the world over

my issue is not with the site owner of http://msxcartridgeshop.com/ but with it's insecure web page which is wide open to hackers and attackers that can use my private and personal data

Even the cheap CASDuino can bought at https://www.etsy.com/shop/Arduitape or eBay with ssl encryption

If even the most safe and secure websites like eBay/Steam/pay-pal and government web sites or online banking have been hacked before so why would i use a insecure website with zero protection or safeguards?
At least with secure and well known websites theirs degree of safety and protection with consumer protection laws when things do go wrong .

Use a insecure website with zero protections or safeguards almost 100% of banks and building society's even pay-pal will lay the blame at you when things go wrong
