It doesn't matter if the board is populated or not. What board version do you have? Please provide good photos of the board from both sides. What version of Quartus software do you use?

The pictures are too blurry and the light is too bad to see the small details. I only noticed that R10 has wrong value (should be 1k, but 10k also will work), the ROM's socket has a couple of pins than may not have been properly soldered. Also the 10k resistors on JTAG connector raise some doubts. The CF socket seems to have melted and probably shorted at the left 3 pins.

Try to measure the resistance between the JTAG connector lines and the Altera's socket. If you don't get a reading, resolder the resistors near JTAG. And solder at least one tantalum capacitor near between the power rails.

How did you supply external 5v to the board?

Thnks for looking this for me
R10, 10K , as per the diagram, but as yu said , it should be OK
I have double checked all the sockets ( both ROM and PLD), and all are solid, and no shorts anywhere
Double checked the 10K pul up resistors of the JTAG connector and they all register 10K on multimeter.
The CF socket has some of its plastic burned out ( when I removed it from another board), but all pins are solid an no shorts

I have tested connectivity to the JTAG pins and the chip and al show continuity with tester
I'm powering the board with 5V on the +5V and GND pads on the right of the board ( see picture), also soldered a 10uF ceramic capacitor
When I try to detect , or program the chip I get a JTAG error - see picture

Thanks. Then you probably have fake or locked Altera chips. Try purchasing from another seller with a good rating and some amount of sales of that chip with positive feedback.

I already ordered another pair of chips , so will have to wait and see - the good thing is that I used a socket, so won't need to completely desolder/solder the chips
Is there any way of testing the FPGAs?
I've seen seen some inexpensive altera development boards, but they have their own chips
Is there anything elsse?

Can you post a picture of the ribbon cable that you are using with your blaster?
I've read that sometimes the cheap Chinese clones come with the wrong cable.

The cable looks good: I have used a tester and all the wires are Ok
