Victor hc95, change input and output video signals to PAL compatible?

How hard would it to change victor hc95 accepting PAL signal as input and also output it? Permanently or through switch. As it seems composite input rgb decoder chip M51271FP has also PAL support. And output chip MC1377P from rgb to composite has also PAL support. And put also 9938/9958 into PAL mode. So would superimpose work then for PAL signal?

I think besides setting correct mode the video clock needs to be changed. But for superimpose it may be sufficient to use external video clock (from PAL source).
