IMHO this is a quite long lag. IOW, it means a lag that's 6 frames long. In fast paced games like Road Fighter, this will mean the ground will have moved 48 pixels before you actually see it. That's a quarter of the screen.

Wow, when you put it that way it does sound pretty bad. I may invest in a CRT television then lol

Totally agree, for a quick and perfect lag test I recommend to try mouse movements (with Videographics p.e.), you'll found how much laggy your device really is. If you want to play with zero lag on HDMI you should try OSSC, not cheaper but the best afaik.

I'll definitely want to get some sort of external upscaler eventually, but with my budget I'm gonna have to stick to an old-school CRT lol
