I didn't try this out myself, but have you tried putting the gamedisk in drive B: and the disk with MIAPPLY.COM and the PW-ENG.MIA file in drive A:, and then do:
MIAPPLY PW-ENG.MIA B:\

Backslash should be optional in this particular example.

Also, note that on Japanese machines the backslash character is replaced by the yen-sign (so use that instead).

*.com files are MSX-Dos files. These can not be run in Basic.

Try to boot with an MSX-Dos disk in drive a
Wait for the prompt ( a> )
Replace the MSX-Dos disk with the disk with the required .com file
Then execute the desired command like this: A> MIAPPLY PW-ENG.MIA B:\

Just curious, why "Low Res" in the title (is that related to the Game Gear version ???).

Indeed, what Mafcase says. You need to get into MSX-DOS first. It won't work in the BASIC prompt.
On the same disk where you put MIAPPLY.COM and the PW-ENG.MIA, you also need MSXDOS.SYS and COMMAND.COM, and that disk you should boot to get in the DOS prompt.
I'm afraid we can't share those latter two files here, as the legal status of MSX-DOS is still unclear as far as I know. But you'll find those if you look a little bit for them.

(I'll refrain from making any lighthearted Micro$oft or Bill Gate$ jokes, because last time I tried that, I got sperged at without warning or apology and I'm still recovering from the shock)

To my knowledge, ASCII / MSX Association said that distributing MSXDOS.SYS and COMMAND.COM was ok.

In that case, get it here (loose files) or here (disk image).
