It says that if you press Cmd+L that it should toggle console display.
So use that key combination and inside the openmsx window a darker rectangle should be appearing where you can type those commands.
To close this rectangle again use Cmd+L a second time.

See Vampier's post on page 1. The link to the latest binary can be found in the topic of the IRC channel, just visit http://openmsx.sf.net/mibbit.php and check the topic. Then you can always get the latest version. At the moment, it's still the same as the one Vampier mentioned in his aforementioned post.

(btw. I remember not getting several Fuzz products to work on OM. Like the muzax series... wot! one of the reasons I sticked with blue. I also love the GUI in blue. But I LOVE the console in OM)

0.6.3 is the latest release, 0.6.3devNNNN means a version that came *after* it, based on 0.6.3, but with new features/fixes/etc. The 'dev' means development version as you already guessed. The stuff Vampier mentioned was such a dev version as the name says, and as it's the current Windows test build, please use that one to try the save state functionality.
AFAIK, Fuzz products work fine on openMSX, including the Muzax series.
About the GUI: we are working on a new GUI (replacing the old Catapult), but it's not finished yet and we are not making very good progress to migrate it from a prototype to an 'engineered' application. It does rock though
About IRC: indeed, the Mibbit stuff seems to be having problems at the moment...
