Is This the One that is build in a msx 8220 also ? I search for the One with the digitizer functions for the msx 8280.

Take a look at the Resource page of the blueMSX website. System disks are included in the configs for several machines, including the NMS-8280.

The version in NMS-8220 is simply called Philips MSX Designer (without the Plus). I don't know what the Plus adds as features.
