Audio converter

I need an audio converter solution (100% hardware based) to convert from Toslink (optical audio signal) 32kHz @ 24-bit to 44.1kHz or 48kHz Toslink and SPDIF (also in 24-bit).

How much would costs such little project?

The audio is 100% copyright free (no DRM, no copyright flag, etc).

Any other site where I can ask this?

Is a König KN-OPTRCA10 something you needed ?
Less then 40 euro's

Zilogger: No. That one converts into RCA (analog).

It needs to be just upsample (from Toslink) to 44.1kHz or 48kHz (24-bit), but keeping Toslink or SPDIF on output.

Like a Behringer Ultramatch Pro or a Scarlatti Upsampler ?
Expensive to build by your own.

I need a cheap one (schematics), just the circuit to build it myself.

Is really simple, is just one signal, one frequency, one kind of input, can even be just one output too. Those you mentioned do much more than that.
