Yup, I think he is. In the past he did publish some BASIC games such as "Bakerman" and "Ratpack".
Partly, this is a severe case of 'language barrier'. And some 'other' issues, I guess.

The whole situation is caused because guy have asked help several times and do not get answer, or still can´t understand what to do after someone tries to help and still needs more help. Not everybody can learn machine code as "easily" as some others.

But of course, if one is so un-skilled, he should try to 'study'. Asking help for a specific problem is not usefull if one lacks a general background.
First, he should be able to learn at a decent level, then when it's knowledge is robust, he could try to make by itself something.
This guy, instead, asks for a solution to a specific problem, instead of trying to improve its skill.

This is the same as delegate the work to another.
