The standart supports up to 300mA, your drive needs 700mA. Try to use a seperate PSU, mind the given polarity.

If this drive needs 5v, it most likely gets it from the slot. And the MSX's PSU can cough out additional 700mA easily.

And of course the polarity of the power socket is reversed. The central pin is ground. I hate that in hardware.
