I think it reads: 로드 화이터 which according to google translates to "loader", which is not very helpful.

Yes, 로드 화이터 = Road Fighter

I think there is little possibility that the ROM is down. This is probably one of the other chips that is down.

8 bit wide mask ROM in 32 pin DIP will be 2 Mbit (256 KB) minimum, and 16 Mbit (2 MB) maximum. For the latter, you have only a single chip select then, and besides GND/power and 8 data lines, all other pins are address lines. Thus the next step up (32 Mbit / 4 MB) requires a bigger package like 36 pin DIP.

Circuit is simple enough. Any chance of drawing & posting a schematic? (doesn't have to look good Wink as long as connections are shown). If that's too much trouble: see how pins 1, 22, 24 and 31 of the ROM are connected. Then it'll be easy to conclude what size ROM it is.

Edit: 2x 74LS670 means: 256 blocks maximum. Of course some bits of the '670 may be unused.
