Hi Pentarou,
It´s 100% a Bawareth/Al Mithali publishing , you may even realise that the "Bawareth" is typed even on the cart PCB ..
Regarding the name of the game is just guessing but since publishing year of the tittle is 1985 it may be the ICE WORLD from CASIO...

I didn't know that game, it has some common themes with arcade Pengo, so could really be it.

However it's a 16KB game, and if we trust the cartridge label (256K), it could also be Penguin-Kun wars or Doki Doki Penguin Land (both 32KB/256 Kbit) or anything else with a penguin ???? ;-)

PCB is marked "Bawareth" as MajorTOM said, and EPROM size is 32KB/256Kbit.
