Usually all 32 bit software runs on 64 bits, because of compatible libraries exist or an emulation environment (like on Windows, called Windows-on-Windows). So, it's weird.

IIRC the incompatibility is mostly due to stricter security on Windows7.
I had to manual decrease the security on folders to make some programs work on windows7.

Maybe this might help www.freepascal.org/? I didn't check if it is 64 bit.

TP3.exe could run on Wine, which still supports 16bit. If it's really 16bit, I'm surprised it runs on XP SP2 and up, because someone (hi BiFi) told me that version stopped supporting 16bit apps.

If it's not a Windows app, it will run in DOSbox. A full reinstall seems to be a waste of your time to solve this problem.
