Thinlizzy, I hope not. Fact is that UPPs are at least partially solving the problem. For instance, I once talked to a bus driver at about 2 AM:

"Tell me something, too many robberies in this bus line?"
"No, we used to, but this bus passes near slums that have been recently reclaimed by the UPPs".

I am quite suspicious about it, since I don't believe in promises from politicians, but the fact is that (at least by now), some results are being shown.

I can vouch for UPPs. Where I work, that are several people who lives on Favelas (Dona Marta in Botafogo and Tabajaras in Copacabana, specially) and my father lives on Leme, very near another one. They all tell me that for over an year there is no shootings, constant police patrolling, and finally some peace. Crimes around those areas reduced a lot too.

Speaking to the people who lives there - I didn't find anyone against the UPPs - instead they all usually replied with "thank God! I hope it stays there!".

UPPs are not just about the police. Some people from those Favelas are trained and employed as 'local police officers'; those officers creates relationships with the people there; people get ownership certificates for the land they live in; many cultural activities are made and the State finally goes there giving people their rights. It's a package of 'services' that turn the life of people on those communities around, for the better.

One simple example: The police 'chief' from a UPP on Dona Marta, took all the kids to a theather, to see some kids play, all payed by the state. Now imagine this: the moms trusting the police officer to take care of their child; the kids going for the first time to a theater. This was done on every Favela with Upp, as with many more actions.

Also, it isn't the end of 'drug dealears' - that's impossible to do; but 'dealing' is lowered to a level where the population can "live with it". No drug dealers dictating rules, or parading with guns around anymore on those areas.

After years of 'doing nothing' - this governor finally took the necessary steps to improve the situation - and it's improving a LOT. Add this to the tons of money being thrown into the town for improving the city both for the world cup, and the olimpics - Rio could really become one of the best towns in the world Smile

Anyway - this topic isn't about security in Rio, it's about a (big) MSX meeting during the World Cup! So who is up for that??
