Either Konami decided for any reason to do not use these maps or someone there decided to add them for hackers to be traped.

My japanese is quite basic but I tought "æ¥ã¦ã¯ã„ã‘ãªã„所ã¸" means "By coming here you can not go anywhere"

If you'd literally translate that part, your translation would be right: 'kite wa' can be translated as "if I/you come", "ikenai" does indeed mean 'cannot go' and "tokoro" is 'place'. However, the phrase '...te wa ikenai' as a whole means "should not...".
So, Konami left it in and in the case someone finds it, added this funny text?

Btw, a bit off-topic, is there a translation into English of the user's manual?
There's an excellent manual in English of Metal Gear 2 on Takamichi's MSX website (it is also available in Spanish).
I've never heard about a translation into English of the user's manual of SD Snatcher, though.
Oasis once made a Snatcher guidebook, which was based on the manual of Snatcher iirc. And the Snatcher-manual contains many things (story info and such) that apply to SD Snatcher as well. But I don't think a real translation was ever made. I thought about making such a translation a couple of times, but it would be a lot of work and it would be hard to publish officially because of copyrights.
@Manuel: I get the impression that indeed it was left in on purpose and the text was added in case someone finds it.
