That's some kind of conversion - original Breaker came on a floppy. Size looks about right though so it may be complete.

I'd be hesitant about distributing a conversion if it doesn't add to / fix anything over the original. That said, .rom format is easier to work with than disk files or -images in most cases (imho). So people may enjoy it simply for ease of use.

Radarsoft still exists as software developer. You might want to ask them for explicit permission, like tfh did to host Radarsoft's games on his site The File-Hunter.

How does saving a high-score work in the ROM version? (Or isn't it saved to the disk?)
