The Sanyo PHC-23, a.k.a Wavy23 is a MSX2 computer released by Sanyo, and aimed at the Japanese market. It was followed a few months later by the PHC-23J which unlike the PHC-23 has a JIS compliant keyboard.

Note: The reference on the box is PHC-23(GR), but the GR part is not specified on the label. It is also the case for the grey versions of the PHC-23J.

The PHC-23 is a MSX2 with a Z80A from NEC (D780C-1) and an MSX-Engine S3527 from Yamaha.
